This happened to me too. It was after completing Cyberpsycho Sighting: A Blood Ritual. I also did the mission late night. It wasn't going away. I went to V's apartment, slept, saved, loaded the save and that seemed to make it go away. I know you said you tried loading the game so maybe it just went away on it's own for me. 🤔

Just tested it with 3 different weapons. Automatic rifle killed them by accident. Chainsword killed them by accident. Revolver incapacitated them easily.
