I don't have the time to explain the exact details but I'm guessing you are trying this and instead altering player levels because you might not have known.That will be under [ServerSettings] in GameUserSettings.ini. Dinos levels are 1-30 then multiplied by the difficulty setting (default 5) and then multiplied by the difficulty offset (this goes 0 to 1 but most servers have this set to 1) So by default dinos levels go, 5,10,15,20 etc to 150. But if you have a difficulty setting 20 they would go. 20, 40,60 etc all the way to 600.

The posts above tell you. difficulty offset of 1 means base levels of 1-30. The override line is the multiplier, applied to the base levels. so override set to 5, and difficulty offset of 1 makes makes level 150. 1-30 x 5 = up to 150. Same as officials.
