In my opinion, that's wrong. you can SF those equips at any time outside of the event as you have a metric ton of them. A large point of shining is that you can skip the 15-16* and then you only have to get 4 stages for up to 20*. You can go and calculate the odds, it helps a lot. Terrible luck getting to 15 stars on that piece. In my recent experience, 10-15 stars is where most of the mesos are spent. Once you get the 15th star, you're home free. On average though, I'd say I've spent about 1 billion mesos per item to go from 12 stars to 17. Dude it cost me 13B to 17* 3 pieces of absolab.
