No Persona, other than the later game ones, are worth keeping really. You need to be fusing constantly, once a Persona learns all of its skills (and even before then really) it's time to move on and fuse it off. I stuck it out with my Izanagi and got him to level 99 with all stats at 99. Took awhile but was worth it IMO.

If you want to abuse skill cards and all that jazz on Izanagi, Magatsu-Izanagi always wins because of its inherent Null Light/Dark resistances.
