Unplugged the connector behind the glove box to test for power coming in Brown for + Orange for - No power. moved the negative lead to a black wire in the same connector and 12v. moved the lead to the metal bar 12v. That leads me to believe that the problem is with the ground at the blower motor control, but I am not 100% sure.

From the diagram I found, this is Ground 102. I can barely touch it and the wire has no stiffness at the connector. It may be hanging together with just a strand.

Apparently, corrosion of this pack can even cause engine misfire codes. If the blower works on high but does not work on some or most of the lower speeds the issue is a damaged blower resistor and harness connector.
