Whenever I get low on money, there's one in Dawnstar that's super easy to find. It only appears when the kajhit caravan is outside Dawnstar though. Edit: just watched this video, interesting he says to wait for the kajhit to be gone. I'll have to test the Dawnstar one to see if it's the same.
