Noble rounds override the radiant buff so you can't stack the two, but you could have one or the other running the entire time your fighting so you'll be juiced. It's perk as well as opening shot increases the accuracy if your gun. Imagine there is a long thin cone coming out of your gun when you aim and fire. Your cone projects a circle and the smaller that circle the more accurate your gun is. Add openshot and quickdraw for revolvers.lucky pants.
