In general, a creature can use a magic item, subject to the limitations of that magic item, and the limitations of the creature's physique. The homunculus delivers a spell you cast that has a range of touch. Produce flame has a range of self, so you already know that you can't use it in the way you're describing. You can houserule if you want, of course. The rules in D&D always mean exactly what they say. Sometimes it's ambiguous but this is not one of those times.

The artificer got its heart gem back and, prior to a long rest, discussed with the DM how they thought that they could bring the homunculus back immediately because the infusion was already known. The DM allowed it at the time and said they'd look into it.
