The improvement from Stage 2 tunes comes from the exhaust change. Stage 2 (IIRC) disables the regen process if you get the emissions delete. No regens mean less fuel wasted, and there are a lot less restrictions so the setup breaths better as well. And re: the old Jetta's getting better MPG, those were running 90~100 HP and 149~155 TQ.#1. The performance kit replaces the entire exhaust including deleting of all the emissions stuff (cat, dpf, etc) while the eco kit costs less because it deletes all the emissions stuff, but uses your stock exhaust after the emissions stuff. Essentially the eco kit uses your stock tailpipe including the muffler.
