F is there to be used, as tiers have to be valued reliatively, and some leaders will always be at the bottom of the pole, thus deserving the F tier. Well Nubia just blatantly isn't a bottom tier. Imo Civ 6 is more complete without xpacs than 4 and 5 were but that is my personal feeling. The era points mechanic is nice in Rise and Fall but it's nowhere near a must have IMO. Gathering Storm that's coming out now seems to add more meaningful things I think (with diplomatic power, congress, final win type and late game technology)
